Jane Lichter, a retired educator, returns to her position as chair of the Baltimore County Public Schools Board of Education and Robin Harvey, a state administrator and licensed social worker, returns as vice chair. Elected by their colleagues on Dec. 3, both officers will serve a one-year term. The two board members first served in those leadership posts in 2022 when they were elected to the school board earlier that year.
A resident of Pikesville, Lichter represents District 2. According to a BCPS press release, Lichter is a retired BCPS educator and administrator. She began her 37-year career as a special educator at Essex, Sparks, and Milbrook elementary schools. Lichter also served as a language arts resource teacher, curriculum and instruction coordinator, and principal of Lansdowne Elementary School. During her last eight years in BCPS, Lichter supported and supervised principals as an executive director. She retired in June 2021.
Harvey, who represents District 1, is a resident of Windsor Mill. She currently serves as executive director for the Maryland Department of Human Services Office of Licensing and Monitoring. Harvey served in public child welfare for more than 20 years. She began her professional career as a guidance counselor for Boston Public Schools.
Lichter replaces Tiara Booker-Dwyer, an appointed board member at large, who served December 2023-December 2024. Christina Pumphrey, representative for District 6, completed a one-year term as vice chair in December 2024.
Ugonma Chike-Kalu will serve as the 2024-2025 student member of the board. She began her education at Powhatan Elementary and attended Windsor Mill Middle School as part of the IB Magnet program. Chike-Kalu is now a senior at Western School of Technology, where she specializes in the graphic print magnet program.
